Natalie Holmes

Senior Researcher, Community Development

Natalie Holmes joined the Federal Reserve Bank of San Francisco in 2024 as a senior researcher in Community Development. Her work focuses on labor market and workforce issues, in keeping with Community Development’s focus on improving labor market participation and mobility for low- and moderate-income communities and populations.

Natalie is completing a PhD in public policy at UC Berkeley, where her research has focused on residential mobility and relationships between place, work, housing, and socioeconomic wellbeing. Previously, she worked at the Brookings Institution’s Metropolitan Policy Program, studying poverty, access to opportunity, and tax policies that support low-income workers and communities. Natalie currently holds an MA in economics from UC Berkeley, an MPP from Georgetown University, and a BA in the history of science/history of medicine from Yale College.
